Not they (can) precede Him in word, and they by His command act.

21:27 Arabic

لَا يَسْبِقُونَهُۥ بِٱلْقَوْلِ وَهُم بِأَمْرِهِۦ يَعْمَلُونَ
21:27 Transliteration

La yasbiqoonahu bialqawli wahum bi-amrihi yaAAmaloona
